JOB RESPONSIBLITLITIES:
Under administrative direction from Juvenile Court Judge and governing board, responsible for overall management, administration and operation of a 24-hour/7 day a week secure juvenile community corrections treatment facility with 36 beds serving Miami and surrounding counties.  Center serves male felony offenders including sex offenders as an alternative to placement at the Department of Youth Services.    Develops and manages facility budget; recruits, hires, trains and maintains staff; researches, develops and revises facility program policies and procedures; develops and maintains appropriate security and control; oversees all grant and funding requirements by the Department of Youth Services; oversees all educational and treatment programming; maintains various records and reports; assures maintenance of licensure and accreditation;  serves as liaison with juvenile courts, Ohio Department of Youth Services, other funding authorities, school systems, courts and other professional organizations.

EDUCATION, QUALIFICATIONS, AND EXPERIENCE:
Masters degree in behavioral science, public administration, corrections or related field and five years experience in management or supervisory position (preferred) or BA/BS in a behavioral science, public administration, corrections or related field and 10 years of experience in field; at least 3 years of this experience must be in a management or supervisory position with demonstrated ability in supervision, budgeting, planning and program services. Must possess strong organizational and leadership skill and experience in writing policies and procedures.  Must demonstrate ability to use computer and proficiency with standard office software.  Must possess a valid Ohio Driver’s license and pass criminal background check.

JOB DESCRIPTION:
JUVENILE CORRECTIONS SUPERVISOR/LIEUTENANT

JOB RESPONSIBLITLITIES:
The Corrections Supervisor is responsible to ensure the safety and security of juvenile detainees and staff during an assigned shift.  Provide direct supervision to Juvenile Correction Officers and support services, leading, correcting, mediating and intervening to allow operations to run effectively.

MAJOR RESPONSIBILITIES:
1.Assumes command of the assigned shift.
2.Responsible for the supervision and coordination of all security functions and activities relating to the care and well being of detainees.
3.Recommends and provides input on subordinate personnel evaluations.
4.Maintains direct supervision of all Detention Center personnel assigned to his/her shift.
5.Relieves staff as necessary, provides back up in emergency or crisis situations.
6.Escorts residents inside the facility, as well as outside the facility.
7.Resolves conflict between detainees and employees.
8.Supervises detainee surveillance, movement, medical, dietary, court and safety needs.
9.Ensures detention resident adherence to rules and procedures.
10.Recommends employee disciplinary action.
11.Conducts and records shift briefing minutes.


EDUCATION, QUALIFICATIONS, AND EXPERIENCE:
To meet employment eligibility requirements for appointment as a Juvenile Corrections Supervisor, a person must (1) Meet all eligibility requirement of a Juvenile Corrections Officer (2) Have two (2) years of experience supervising or counseling youth comparable to a Juvenile Correctional Officer (3) Obtain and maintain certification in oleoresin capsicum (OC) spray (4) Skill in the use of restraining devices (5) Must demonstrate knowledge of proven leadership principles and traits.  Any or all experience requirements may be waived by Superintendent if individual demonstrates exceptional knowledge of all security positions, policies and procedures, and exhibits a superior level of job performance.

Preference may be given to applicants who have acquired a Bachelor's Degree conferred by a college or university accredited by an accrediting organization, or those who have served honorably in the U.S. military.

KNOWLEDGE, SKILLS, AND ABILITIES:
1.Ability to communicate effectively, both orally and in writing.
2.Knowledge of Federal and State regulations and Civil Service Laws.
3.Knowledge of counseling and case management skills.
4.Ability to recognize unusual or threatening conditions and take appropriate action to stabilize the situation.
5.Ability to review and critique programming to ensure quality and effectiveness.
6.Ability to define problems, collect data, establish facts and draw valid conclusions.
7.Knowledge of team concepts, group dynamics, institutional programming and principles of behavior management.
8.Have, or be willing to complete, the 120 hour basic corrections academy.
9.Supervisory experience and/or training preferred.
10.Valid Ohio Drivers License.
11.Successfully completed their probationary period of employment, if applicable.

WORKING CONDITIONS:
This position should be prepared to deal with emotionally disturbed and/or violent children.  You must also be aware of crisis prevention and be familiar with restraint.  The threat to physically restrain violent youth, who could pose harm to themselves or others, exists at all times.  Work involves an exposure to personal danger and psychological stress.  The work environment characteristics described here are representative of those and employee encounters while performing the essential functions of this job. PHYSICAL DEMANDS:
The following physical demands would exist in the every day duties of this position: Standing, walking, sitting, lifting and/or carrying up to 75 pounds, pushing and/or pulling in physical restraint; reaching to retain objects in high places; stooping and/or kneeling to search or check under chairs, tables, etc (for contraband); speaking and hearing in order to communicate with the juveniles; and sight in order to maintain security of the facility and juveniles.

CONFIDENTIALITY:
This position has access to juvenile criminal records, social histories, school records, psychological evaluations, psychiatric evaluations, etc.

JOB DESCRIPTION:
Shift Manager

JOB RESPONSIBLITLITIES:
Under direction of the Superintendent, the Shift Manager serves as mentor to subordinates; commands, supervises, coordinates, and directs activities of Juvenile Detention Officers on assigned shift; ensures basic discipline and control of residents is maintained by staff; ensures the safety and security of the building, grounds, residents, and staff are maintained; ensures residents’ basic needs are met; provides additional support as needed.

MAJOR RESPONSIBILITIES:
1.Serves as mentor to subordinates

2.Commands, supervises, coordinates, and directs activities of Juvenile Detention Officers on assigned shift (e.g., prepares and distributes daily task sheet, monitors and evaluates staff performance, conducts and records shift briefing minutes)

3.Ensures compliance with facility policies and procedures (e.g., ensures contraband control and searches are conducted for residents and staff; ensures suicide prevention watches are conducted etc.; recommends staff disciplinary action as appropriate in consultation with Deputy Superintendent and/or Superintendent; ensures minimum staffing levels are maintained at all times; ensures residents behavior management system is followed, et al.)

4.Ensures basic discipline and control of residents is maintained by staff and resolves conflicts between detention residents and/or staff as necessary

5.Ensures the safety and security of the building, grounds, residents, and staff are maintained

6.Consults with staff regarding behavior and activities of residents

7.Ensures residents’ basic needs are met (i.e., food, clothing, medication, hygiene, clean and safe environment, etc.)

8.Ensures daily schedules are followed

9.Ensures resident population does not exceed maximum level of capacity

10.Monitors and evaluates behavior and activities of residents

11.Ensures room checks are completed and documented as required

12.Provides crisis intervention for residents and staff when necessary

13.Discusses unusual or problem situations with staff, Deputy Superintendent, and/or Superintendent to recommend alternatives and determine solutions

14.Ensures staff follow intake/release procedures and complete requisite paperwork/documentation for residents entering and exiting the facility

15.Makes decisions regarding resident disciplinary sanctions, use of restraints, contacting mental health and/or medical health care providers following consultation (e.g., from Medical Staff, as appropriate)

16.Makes requisite notifications to Deputy Superintendent, Superintendent, parents/legal guardians, court personnel, et. al., regarding unusual and/or critical incidents

17.Supervises detention resident surveillance, movement, medical, dietary, court, and safety needs

18.Relieves staff as necessary, provides back up in emergency or crisis situations

19.Takes toxicology specimens as requested or authorized

20.Prepares various reports (e.g., incident reports, Shift Supervisor’s logs/checklists, etc.)

21.Maintains shift logs and medication logs

22.Reviews logs daily to identify individual issues/concerns/needs documented on other shifts

23.Communicates with other shift supervisors, Deputy Superintendent, Superintendent and staff regarding issues/concerns that affect residents, staff, and/or the facility in general

24.Performs intakes as required

25.Attends supervisors’ meetings and relays information regarding revised and/or new policies and procedures

26.Conducts staff training

27.Conducts shift meetings each month, or more frequently, as needed

28.Delivers non-prescription and prescription medications, as may be directed by Medical Staff, to residents and documents action taken by such directive

29.Assists with meal preparation, laundry, and cleaning tasks when necessary

30.Performs other duties as assigned in a timely and accurate manner

31.Serves as mentor to subordinates



EDUCATION, QUALIFICATIONS, AND EXPERIENCE:
Competition of secondary education or equivalent, supplemented by training and/or coursework in child development, juvenile justice, corrections, or related field; Associates Degree preferred; must have some supervisory experience, unless waived by the Superintendent; experience working with at-risk and/or delinquent youth preferred; must possess valid Ohio driver’s license; must successfully pass required drug and alcohol screening upon employment; must successfully pass required background check.
