Executive Board Meeting Minutes
August 9, 2007
Present at the meeting: Kirk Davis, President; Allen Bennett, Vice President; Vikki Jordan, Secretary; Lance Ray, Treasurer; Dave Vanderwall and Tony Garrett, Executive Board Members. Absent from the meeting: April Cook and Herb Henderson, Executive Board Members.

The meeting was called to order by Kirk Davis at 9:43a.m.

Lance Ray moved to accept the Minutes from the April 18, 2007 meeting with one change (to correct the spelling of Allen Bennett’s first name), seconded by Allen Bennett. Motion passed unanimously.

Treasurer’s Report: Lance Ray reported that as of August 7, 2007 the Association has a balance of $8883.90 with no outstanding invoices. Montgomery County is the only member with outstanding dues. Dave Vanderwall moved to accept the Treasurer’s Report as submitted, seconded by Allen Bennett. Motion passed unanimously.

Juvenile Corrections Academy: Ron Stollar, Superintendent and Michael Ryan, Training Coordinator/ACA Manager from Medina County JDC discussed preliminary plans for a Juvenile Corrections Academy. The Academy would provide 120 hours of training for juvenile detention officers. A Committee with members from various correctional agencies (i.e. Tri-C Safety Services, Lake County, Mahoning County, Medina County, Global Resources) has been meeting for several months. The Ohio Supreme Court Judicial College and ODYS have expressed an interest in the Committee’s work.
The Committee has submitted a grant for funding and is reviewing curricula including use of force, basic skills, first aid/CPR, conflict management (3 days), and adolescent development. Sam Faulkner from OPOTA has agreed to teach use of force pending approval from his supervisor. Mr. Faulkner will teach basic use of force techniques.
The Committee’s goal is to have three sessions in 2008 with focused participants. They hope to obtain a five-year grant for start-up costs and to sustain the Academy. The Committee plans to open the academy to other participants in 2009, and eventually have OPOTA “adopt” the program. The Committee also plans to ask the Ohio legislature to make the training mandatory for those entering into the juvenile correctional field.
Mr. Ryan requested that OJDDA “sanction” Certificates of Completion for the Juvenile Corrections Academy. The Board decided to wait until more information relevant to the Academy is available before making a decision.

Conference Committee:

A)
The Fall Conference is November 1 and 2, 2007 at Cherry Valley Lodge in Licking County

B)
Tony Garret moved to set the conference registration fee at $50/person, seconded by Dave Vanderwall. The motion passed unanimously. The room rate is $99/night. Estimated attendance is 60. There will be a golf outing on Wednesday, October 31st. OJDDA will provide breakfast and lunch on November 1st and breakfast on November 2nd; evening meals will be at the participant’s expense.

C)
The training topic for the conference is Critical Incident Management (CIM). Upon motion by Dave Vanderwall, seconded by Lance Ray, Kirk Davis will contact John Ward at DYS and request a copy of the CIM curriculum. Kirk will decide whether to keep CIM as the training topic or choose another topic. Motion passed unanimously.

D)
Upon motion by Allen Bennett, seconded by Dave Vanderwall, OJDDA will provide baseball caps as the giveaway for Conference participants. Motion passed unanimously. Upon motion by Kirk Davis, seconded by Dave Vanderwall, $150 is allocated to purchase door prizes. The check is to be made payable to April Cook. Motion passed unanimously. Upon motion by Vikki Jordan, seconded by Lance Ray, raffle tickets will be sold for door prizes of $100, $75, and $50 ($225 total). Motion passed unanimously.

E)
DYS will reimburse mileage and provide the speaker.

F)
Suggested site for the Spring 2008 Conference is Sawmill creek Lodge. Suggestion for the Fall 2008 Conference is Salt Fork State Park.

Current Events/Articles: Kirk distributed two articles relevant to the juvenile justice field. He also informed the Board that newsdirectory.com is a good source of information.

Legal Updates: None.
8)
Open Discussion: Employee recognition programs were discussed. Some facilities give significant recognition to staff, while others do not have such programs. The relevance of HIPPA laws to medical records of juveniles in detention was discussed. A question was raised as to a rumored new law in Ohio that has juvenile sexual offenders on a website. Kirk distributed the results of the recent salary survey.

Upon motion by Kirk Davis, seconded by Dave Vanderwall, the meeting was duly adjourned at 12:29p.m.
