Executive Board Meeting Notes
August 7, 2009


I.President Kirk Davis called the meeting to order at 10:18am.

II.Roll Call:  Officers present:  Kirk Davis, President; Lance Ray, Treasurer; and Vikki Jordan, Secretary.  Tony Miller, Vice President, was absent. 

Executive Board Members present:  Richard Schmidbauer; David Vanderwall, and Ron Stollar.  Absent:  April Cook and Herb Henderson.

Others in attendance:  Dana Moore, Assistant Superintendent (Multi-County JDC-Fairfield) and Kathy Ventura, Assistant Superintendent, (Miami County JDC).

III.Minutes:  Upon motion by Lance Ray, seconded by Rich Schmidbauer, the minutes from the March 10, 2009 meeting were unanimously approved as submitted.

IV.Treasurer’s Report: Mr. Ray reported the account balance as of July 31, 2009 is $4,037.35.  The website cost is outstanding.  Belmont, Montgomery, and Seneca Counties have not yet paid their 2009 Association dues.  A copy of the Treasurer’s Report is attached for reference. 

The cost for the Spring 2009 Conference was $6400.56.  To date, $4337.50 has been collected.  Therefore, the Association lost $2063.06 on the Spring Conference.  A copy of the cost breakdown for the Spring Conference is attached for reference.  Mr. Davis will contact Kris Steele at the Supreme Court of Ohio to see if financial assistance is available for the Spring 2010 Conference.

Upon motion by Ron Stollar, seconded by Rich Schmidbauer, the Treasurer’s Report was unanimously approved as submitted.

V.Training Committee Report:  Although Mr. Miller was absent, he submitted written notes from the Committee.  The notes are attached for reference.

One training topic suggested was “Continuity of Operations Planning” (COOP).  It was reported that the Ohio Peace Officers Training Academy (OPOTA) offers certification in verbal de-escalation techniques for $100.  Mr. Vanderwall reported that the Multi-County Juvenile Attention System is going to utilize the “Handle with Care” curriculum.  The cost is $2,200/day for train-the-trainer certification, and $200 each for recertification of trainers.

VI.Election Committee Report:  Mr. Vanderwall reported that to date, Lance Ray is the only nomination for Treasurer and Vikki Jordan is the only nomination for Secretary.

VII.2009 Fall Conference: 

A.Conference dates are October 8th and 9th at Hueston Woods State Park in College Corner, Ohio.

B.Mr. Henderson secured Brian Lovins from the University of Cincinnati to speak on the newly developed risk assessment instrument that will be used by juvenile courts, community correctional facilities, and ODYS.  There is also an instrument for use in detention facilities.  After some discussion, the Board decided to cancel Mr. Lovins and secure an alternate speaker.
Mr. Davis reported he was awaiting a return phone call from J.D. McIntosh regarding Thursday’s session.  Mr. Davis expects to have speakers for both Thursday and Friday secured within the next two weeks.  Mr. Davis recommended that the Board should consider having Scott Warrick present at the Spring 2010 Conference. 

C.Registration fee is $100 per facility.  This includes two conference attendees.  There is a fee of $50 for each additional attendee.  Rates at the Hueston Woods Lodge are $80 per single $100 per night double occupancy.  Reservations must be made by September 4, 2009 to obtain the Conference rate.

D.Several assignments were made to assist with Conference preparation as follows:

The Board approved $150 budget for door prizes.  In addition, each Board member will donate a prize for the raffle.  The Board agreed there will be no “free” handouts at the Fall Conference.

E.ProWare, the company that developed the Detention Management System (DMS) software being used in several counties, will sponsor the afternoon break on Thursday.  ProWare will provide snacks and drinks, and will be available to discuss their products and answer questions.

VIII.Open Discussion:

A.Voices for Ohio’s Children is circulating a survey to detention facilities.  Facilities represented by the Board did not respond to the survey. 

B. Policy manual revisions – reminder to update policy manuals to reflect changes in ODYS Standards for Detention.

C.ODYS personnel change – Bob Doney, ODYS facility monitor, has accepted the position as Assistant Superintendent at the Multi-County Juvenile Attention System.  To date, ODYS has not named Mr. Doney’s replacement.  Marlean Ames is the current facilities monitor.

D.Next Board meeting – Friday, November 6, 2009 at 10:00am at the Multi-County Juvenile Detention Center in Fairfield County.

IX.President Davis adjourned the meeting at 11:50am.
