Meeting Minutes
February 21, 2007
Present at the meeting: President Beth Oprisch, Vice President Greg Simmons, Treasurer Lance Ray, Interim Secretary Vikki Jordan; Executive Board Members Kirk Davis, April Cook, Herb Henderson, David Vanderwall; Members Duane Botdorf (Ashland), Jen Harper (Warren), Tony Miller (Warren), Courtney Cook (Belmont), Dave Trouten (Belmont), Corey Shrieve (Belmont), Jason Lanzo (Mahoning), Travis Stillion (Union), David Cary (Butler), Lisa Marsh (Franklin), Tammy King (Mahoning), and rich Schmidbauer (Wood).

The meeting was called to order by President Oprisch at 10:59am.

Herb Henderson moved to accept the Minutes from the December 15, 2006 meeting as submitted,

seconded by Dave Cary. Motion passed unanimously.

Treasurer’s Report: Lance Ray reported the Association has a balance of $6,377.83. One county still has

not paid its dues. Dave Vanderwall moved to accept the Treasurer’s Report as submitted, seconded by

Greg Simmons. Motion passed unanimously.

Vice President’s Report: Greg Simmons indicated there was no report.

Conference Committee: Kirk Davis and April Cook reported that they met with John Ward, Bureau Chief,

DYS, in January. DYS continues to place restrictions on funding for OJDDA conferences (i.e. food

expenditures, speakers’ fees, etc.). Beth pointed out that DYS is required to provide detention training

as per the Ohio Revised Code. This includes training and related expenses. DYS offered to provide

speakers at no charge. Kirk and April will continue to work with DYS on this issue. Greg offered to

contact John Ward to further discuss the conference issue. It was suggested that Chris Steele, Ohio

Supreme Court, also be contacted. The Conference Committee is seeking a keynote speaker for lunch

at the Spring Conference.
The Spring Conference has been tentatively scheduled for May 3 and 4, 2007 at the Holiday Inn, Worthington. April is putting out bids for the conference site. Suggestions for training topics at the Spring Conference were:



PREA (ODYS doing vulnerability assessments)



Safety plans for worker injuries (CORSA)



Karen Valdino (motivational speaker at $1500/day)
The Fall Conference is tentatively scheduled for October 11 and 12, 2007 at Maumee Bay.

Membership/Elections Committee: Nominations are being accepted for the offices of President (term

April 2007-April 2009), Vice President (term April 2007-April 2009), Secretary (term April 2007-October

2009), and Executive Board Member (term April 2007-April 2010). Elections for these offices will be

held at the Spring Conference. Elections for Treasurer will be held at the Fall Conference.

Website: Kirk reported that OJDDA.com has been updated.

Educational Survey: Beth met with John Ward and the Ohio Department of Education (ODE), and will

prepare a summary of the findings from the survey. School per diems range from $16/day to $58/day.

Beth will follow up with the Ohio Juvenile Justice Alliance for Community Corrections (OJJACC) regarding

OJDDA having a seat on its Board.
9)
Announcements: Beth has accepted a position with DYS. She will be the Superintendent of the Indian

River Juvenile Correctional Facility. Greg Simmons moved to accept Beth’s resignation as President of

OJDDA effective March 16, 2007, seconded by Dave Vanderwall. Motion passed unanimously. Lance

Ray will be the Interim President until the Spring Conference.
Greg Simmons is retiring from West Central Juvenile Detention Center on February 28, 2007, and

therefore resigning as Vice President of OJDDA effective that same date. Kirk Davis moved to accept

Greg’sresignation, seconded by Vikki Jordan. Motion passed unanimously.
Lisa Marsh has been promoted to Assistant Superintendent of the Franklin County Juvenile Detention

Center. Congratulations!

2007 Goals: The following are goals established for OJDDA in 2007:



Revive the ACA committee. Dave Vanderwall, Tammy King, and Lance Ray volunteered to



Continue to foster a cooperative relationship with DYS.



Explore the possibility of establishing a juvenile corrections academy for juvenile detention





facilities, possibly in collaboration with the DYS training academy.



100% facility participation in OJDDA.

Open Discussion: The following topics were discussed:



DYS annual inspections – Tom Scheiderer retired the end of January. The two new





inspectors are Bob Doney (south of I-70) and Zach Thompson (north of I-70).



DNA testing - There was a question regarding who does DNA testing. For the most part,





courts test non-DYS juveniles.



State level representation – There was a question regarding OJDDA having a





representative at the state level. At this time, the Association does not. OJDDA does





have a Legislative Committee consisting of Herb Henderson and Dave Vanderwall.

Upon motion by Kirk Davis, seconded by Rich Schmidbauer, the meeting was duly adjourned at 1:14pm.
