All Association Meeting Minutes
March 13, 2008

I.The meeting was called to order by President Kirk Davis at 10:08a.m.


II.Roll Call:  Executive Board Members Present: Kirk Davis, President; Allen Bennett, Vice President; Vikki Jordan, Secretary; Lance Ray, Treasurer; Dave Vanderwall, Herb Henderson, and Tony Miller.  April Cook, Executive Board was absent.

Others Present:  Lloyd Huffer II (COYC); Tom Barnes and Jason Gundrum (Butler); Cory Shrieve and Dave Trouten (SARGUS); Lee Millhouse (Erie); Lisa Marsh (Franklin); Cheryl French (Cuyahoga); Matt Wolph (Seneca); Duane Botdorf (Ashland); Kathy Ventura (West Central); Michael Ryan (Medina); Bruce Alexander (Summit); Rich Schmidbauer (Wood); Harvey Reed (Hamilton); Fred Thomas and Bob Davidson (Clark).

Also Present:  John Ward, Bureau Chief, Ohio Department of Youth Services.


III.ODYS Data Reporting, etc. (John Ward): OJJDP requires use of community facilities (including detention centers) in its data collection.  The plan is to expand the OJJDP database to include disproportionate minority contact (DMC) data.  ODYS is moving toward web-based data collection.

HB400 - allows juvenile court judges to “sentence” juveniles to detention centers.  ODYS is working to bring resources into detention centers (including Medicaid eligibility) for non-sentenced juveniles. 

JCARR – Mr. Ward asked for volunteers to serve on a work group to revise Administrative Rules (see handout).  Work Group Members are:  Dave Vanderwall, Vikki Jordan, Allen Bennett, and Herb Henderson.

Education - $17/student goes to local school district providing services.  Districts receive an additional $112/student in “weighted” funding and $100/student in “foundation” funding.  The ODE website has foundation and weighted funding rates for all Ohio school districts.  ODYS is working with ODE to provide education in detention centers.  Potential providers include local school districts, educational service centers, and/or charter schools.  The goal is for detention centers to be provided with highly qualified teachers supervised by a principal.


IV.Treasurer’s Report:  Lance Ray reported that as of March 7, 2008 the Association has a balance of $9,420.8 (see handout).  This balance does not include the website charge for March and the Spring Conference.


V.Training Committee (Tony Miller): Tony is on the ODYS Training Advisory Committee.  The Supreme Court of Ohio provides funding for some training expenses including trainers’ fees, copies, food, etc. (see handout).  They will not pay for site.  There is discussion about regionalizing training by dividing the State into four sections (see handout).  Training is offered via the internet, CDs, and DVDs.  ODYS provides $50,000 to OJDDA and OJDSA for detention training.  Supreme Court training for detention and courts will not include use of force.

John Ward reported that the media is requesting that DYS release juvenile detention center inspection reports.   


VI.2008 Spring Conference:
A)May 15 and 16, 2008 at Sawmill Creek in Huron, Ohio
B)Registration is $100 (includes annual OJDDA dues and two registration fees).  Additional
attendees are $50 each.
C)Kirk Davis provided information on presenters:  Wayne Seely, Ellen Anderson, and Beth Dixon.
D)There will be a golf outing on 5/14/08.  Fee is $59 for 18 holes plus cart.
E)Attendees must make lodge reservations by 4/14/08 to get reduced rate of $88/night.


VII.Election Committee Report:  No elections in Spring 2008.  April Cook’s term is up in October 2008 and there is one open seat to be filled in October 2008.  Nomination forms will be distributed at the Spring Conference.


VIII.OJDDA.com:  To date, there have been 12,500 hits.  Contact Kirk Davis for “featured facility” ideas.


IX.Round Table Discussion – Two new detention directors:  Berlin Carroll (Allen County) and Joyce Parking (Lucas County).

The annual salary survey results will be distributed at the Spring Conference.

Voices for Ohio’s Children is supporting Medicaid cards for doctor’s visits and prescription medication for juveniles in detention.

There are discussions about strip search policies in detention centers.  Facilities must show “probable cause” prior to performing strip searches on misdemeanants and traffic offenders.  A lawsuit has been filed in Stark County over strip searches.  Dave Vanderwall will share Multi-County’s policy once it is approved.  John Ward indicated the JCARR work group would also be reviewing the strip search standard.


X.Adjourn:  Upon motion by Dave Vanderwall, seconded by Allen Bennett, the meeting was duly adjourned at 12:50pm.
